Sydney, Perth, Singapore, Tokyo: Inside the Four Group Build-Out of an Asia-Pacific HR Recruitment Network
October 7, 2026
Four Pillars Group has always been built around a clear belief: recruiters should have the opportunity to build valuable businesses of their own, without having to choose between going it alone or giving up control to access meaningful investment and support.
That principle is increasingly shaping our growth across Asia-Pacific.
With a presence spanning Sydney, Perth, Singapore and Tokyo, we are building a network of specialist, founder-led recruitment businesses that combines local market expertise with the funding, infrastructure, mentoring and wider community available through Four Pillars Group.
The HR recruitment sector is an important part of that strategy. As organisations across the region contend with changing workforce expectations, skills shortages, new technology and increasingly complex talent requirements, the role of HR itself is evolving. That creates an attractive environment for specialist recruiters who understand both the profession and the individual markets in which they operate.
Three markets, three different opportunities
Asia-Pacific cannot be approached as a single recruitment market. Sydney, Perth, Singapore and Tokyo each have their own employment dynamics, business cultures and talent challenges. For us, that makes local expertise more valuable, not less.
Singapore
continues to reinforce its position as a regional business hub, attracting investment across technology, financial services, advanced manufacturing and innovation.
Singapore's Ministry of Manpower reported an annual average of 75,900 job vacancies in 2025, with almost half of those vacancies representing newly created positions rather than replacement hiring.
As businesses establish and expand regional operations, they need the people and leadership capability to support that growth. For HR recruiters, this creates opportunities across functions including talent acquisition, people and culture, organisational development, reward and senior HR leadership.
Tokyo presents a different market. Japan combines the scale of a major global economy with well-documented demographic pressures and continued competition for skilled professionals.
Japan's Ministry of Health, Labour and Welfare reported an effective job-openings-to-applicants ratio of 1.25 for fiscal 2024, while Tokyo's ratio reached 1.76 on a workplace-location basis in March 2025.
Recruitment in Japan also requires considerable local knowledge. Professional networks, language, culture and an understanding of how organisations hire all influence the ability to operate successfully. This reinforces something we believe strongly at Four Pillars Group: the best person to build a specialist recruitment business in a market is someone who genuinely knows that market.
Sydney and
Perth are different again. Australia has a well-established recruitment sector, but there remains considerable scope for specialists capable of building deeper relationships within defined professional communities. Australia recorded approximately
329,500 job vacancies in May 2026, while
Jobs and Skills Australia has found that a meaningful proportion of employers continue to experience difficulty finding suitable candidates.
For Four Pillars Group, the opportunity is not simply about the size of any one market. It is about identifying areas where an experienced recruiter can use genuine market knowledge and relationships to build a differentiated business.
Building an HR recruitment network, not a single recruitment company
The distinction is important.
Our objective is not to build identical recruitment businesses in Sydney, Perth, Singapore and Tokyo under one centralised model. The value of specialist recruitment comes from understanding a particular market exceptionally well, and we want to preserve that.
Four Pillars Group backs entrepreneurs to build businesses with their own identities, specialist markets and leadership. Our role is to provide the structure around them that makes scaling and evolving those businesses more achievable.
That starts with funding, but it goes considerably further.
The Four Pillars Group model is based around
funding,
operations,
mentoring
and
succession. Together, those pillars are designed to support business owners from the earliest stages of establishing their company through growth and, ultimately, towards realising the value they have created.
Our own experience with early-stage recruitment businesses has reinforced the importance of getting those foundations right. Clear strategy, disciplined cash-flow management, knowing when to delegate, scaling at the right pace and protecting client relationships are all fundamental to sustainable growth.
A recruiter starting independently would ordinarily have to build much of that infrastructure while simultaneously winning clients, placing candidates, hiring a team and generating revenue.
Within Four Pillars Group, they can remain focused on building their market while drawing on the infrastructure, experience and support of a wider group.
Crucially, they do so while retaining control of their business.
The value of the wider network
As the Four Pillars Group footprint across Asia-Pacific develops, the network itself becomes increasingly valuable.
Recruitment may be highly local, but clients and candidates increasingly operate across borders. Australian businesses expand into Asia, international companies establish regional operations in Singapore, Japanese organisations grow internationally and senior professionals increasingly build careers across multiple APAC markets.
Having specialist recruitment businesses operating across these markets creates opportunities to share knowledge, relationships and commercial opportunities where it makes sense.
There is also value at a founder level.
Building a recruitment business can be lonely, particularly during its early stages. Being part of Four Pillars Group gives business owners access to a community of entrepreneurs facing many of the same decisions around hiring, leadership, technology, financial management and growth.
The businesses remain independent and non-competing, but the owners do not have to solve every problem independently.
That balance between entrepreneurship and shared capability is central to what we are building.
What comes next for Four Pillars Group in Asia-Pacific
We see significant potential to continue developing our specialist HR recruitment network across the region, but our approach to growth will remain considered.
We are interested in quality businesses built around credible recruiters and clearly defined markets. That means finding people with genuine recruitment expertise, strong relationships and the ambition to translate their track record into equity and long-term business value.
The opportunity across
Sydney,
Perth,
Singapore and
Tokyo demonstrates what that can look like at a regional level: locally led businesses with their own specialist expertise, supported by a wider investment group that understands recruitment and what it takes to build successful recruitment companies.
For Four Pillars Group, that is the opportunity in Asia-Pacific. Not simply to establish a presence in more markets, but to build a stronger community of recruitment entrepreneurs and businesses across them.
As we continue to build our HR recruitment network across Asia-Pacific, we are looking to meet experienced recruiters who know their market, have the ambition to build something of their own and see the opportunity in becoming a business owner.
If that sounds like you, we want to hear from you. Get in touch with Four Pillars Group and start the conversation.
